Europe experienced widespread relief on Monday, as the diplomatic emergency sparked by the presentation of a new comprehensive peace framework for ending the war appeared – temporarily – to have been contained. A American diplomat spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its countermove: another massive barrage of missile and drone strikes on Kyiv.
The Cycle of Negotiation and Warfare
The succession of conflicting incidents captured the bleak nature of the outgoing year. By day, diplomatic battles are waged: hopeful statements are issued from various governments. Considerable effort is allocated on restraining specific proposals. By night, Russian leadership forcefully demonstrates the world that, for them, military action persists as the primary tool for achieving "peace".
Nighttime Reality
As the offensive unfolded into the early hours of Tuesday, the present situation of Ukraine's defenselessness was exposed. Ukraine is equipped to monitor missile launches from across the border, a capacity afforded by current data. From vantage locations, defense planes that had been deployed to engage hostile cruise missiles roared overhead – advanced fighter aircraft supplied to Ukraine by Western partners.
Soon thereafter, Kyiv's missile defense thundered: multiple launches deployed against a Russian ballistic missile. This was a sophisticated defense system at work, probably supplied through Western nations. Every deployment shakes the surroundings, rattling buildings. The brief panic quickly becomes resigned acknowledgment: perhaps the incoming missile won't strike its target this time, sparing the city from catastrophe and another blackout.
Ongoing Risks
Following this, a large-caliber weapon engaged a drone somewhere nearby, part of a mobile-fire group – most likely Western-made equipment. Regrettably, the bullets missed the opposing UAV – it continued its flight toward its destination.
Periodically, this continued until dawn. Kyiv faced the daybreak reports: multiple fatalities, devastation and heating outages in numerous residences as a result of the evening attack. As always, everyone still went about their day – enduring hostilities. But those full day demonstrated Ukraine's vital need on Western support – a dependence that European nations are demonstrably unable to substitute in the near term.
Unsuccessful Negotiations
The 28-point plan from American leadership sparked intense emotion, controversy and serious worry – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and international summits.
Every new approach from US leadership adheres to the same pattern: a negotiation push against Ukraine, which Kyiv, with allied governments, effectively counters. They contain the crisis but never actually win the battle. This trend will, certainly, endure.
Strategic Calculations
It is easy to blame particular leaders of repeatedly advocating Moscow's conditions. But that does not seem to be the whole story. US administration works based on a premise familiar among seasoned negotiators: you cannot win at the negotiating table what you have been unable to protect through force. The American government believes that it is unfeasible to force Russia to surrender the land that it currently occupies in Ukraine's southern or eastern regions.
The problem is that while acknowledging this situation, Washington does minimal to deter Moscow, through diplomacy or military means, from thinking that the situation will not shift further in its advantage in the coming year.
Opposing Positions
Therefore, Russian leadership is certain that duration works to their advantage – that Ukraine and its supporters are coming close to fatigue. Their motivation to sign a deal that does not give them the largest achievable advantage is virtually nonexistent. There may be multiple initiatives to achieve ceasefire, but they will carry on as long as Russia's leader remains supremely confident in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still hold out, gradually sacrificing lives and land but avoiding a complete military breakdown until situations evolve in its benefit.
Present Conditions
Realistically, there are no genuine requirements for a ceasefire. Now, personal considerations are becoming relevant: political desires to mediate resolution and secure international recognition, and the government's double obstacles – on one hand, not to distance important partners, and on the other, to unite the population around the flag against any proposal Kyiv finds unacceptable, so that their priority does not switch to internal issues. And although their task will now be much harder after recent developments, it remains very improbable that this will alter their fundamental strategy.
These conflicting dynamics are driving the talks.
Summary and Prospects
It took a just a single week to eliminate the 28 points of the current initiative. Assertive and inconsistent approach of the matter by Washington, opposition by Ukraine and the remaining European nations, along with calming attempts of diplomats, and finally, recent disclosures, all did their job.
While new plans based on established approaches are imminent, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are founded on Moscow's terms and demonstrate specific hesitation to alter the situation, if they maintain solidarity and improve their protective measures at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the coming months, mainly require sustained allied backing.
